The City of Red Deer Electric Light and Power operates as an electrical service provider. This means that it owns, operates and maintains all of the electrical wires required for transmission and distribution. It is also a meter service provider. It handles all installation and maintenance of meters and reads all interval meters within its territory. However, the City of Red Deer also outsources some of its duties to ENMAX Power Corporation, including cumulative meter data management and regulated supply rates. ENMAX Power Corporation is a large electrical service provider that provides regulated supply rates for smaller utilities as well as its own operations.
Deregulation in Alberta gives consumers options
Deregulation in Alberta began in the mid-1980s when the natural gas market opened up to competition. About a decade later, electricity followed suit and deregulated as well. In a deregulated market, consumers remain customers of whatever electrical service provider offers distribution in their area. However, they now have the power to choose whether they continue to purchase their supply from it or a competitive energy retailer with alternative rates. If a customer of the City of Red Deer's distribution does not prefer the regulated rates provided by ENMAX Power Corporation, he or she can compare marketer supply rates to find a plan that fits his or her needs.
Electrical issue? Contact the utility
It does not matter if energy consumers are purchasing their electricity supply from their utility electrical service provider at regulated rates or from a marketer, if there is an electrical issue such as a downed line, flickering lights or outage, they must contact the utility for assistance. If a customer were to contact his or her supplier, it could not help because a supplier does not handle any of the infrastructures.
