This happened when the Alberta government decided to deregulate the natural gas market, signing an agreement on October 31, 1985, that unbundled the different facets of service – delivery and supply. This deregulation agreement, commonly known as the "Halloween Agreement," allowed natural gas prices to be determined by the competitive forces of supply and demand by opening the market to competition. This competition is driven by alternative natural gas suppliers in the Alberta market –marketers that purchase supply and sell it to consumers at different rates.

Because most of Alberta has a deregulated energy market, consumers who live within deregulated service areas can assess alternative supply rates offered by competitive gas companies. Before deregulation, consumers were limited to purchasing their supply from natural gas utility companies at regulated rates. Nowadays, if Alberta energy consumers are unhappy with their supply rate, they can select a rate offered by a competitive Alberta energy provider. Not every province has deregulated energy. The utility still provides delivery
If a consumer decides that a competitive natural gas provider has a supply rate that is an improved fit, he or she has no reason to worry about the quality of his or her supply. Natural gas suppliers do not handle the delivery of the commodity. Gas delivery remains the utility's job. This is why all energy consumers receive a delivery charge on their monthly bill. This delivery charge is regulated by the Alberta Utilities Commission and is entirely separate from the supply charge from competitive gas companies.
